At the Capitol: May 4-8

The Minnesota Legislature spent the week moving several major supplemental budget and policy packages as the session heads into its final stretch. In the House, one of the major bipartisan pieces was the inspector general/fraud prevention bill, which passed 127-5 and would create an independent Office of Inspector General to oversee fraud and misuse in state-administered programs. It now heads to the Senate.
The Senate’s biggest floor action was SF 4059, the broad supplemental finance bill carried by Senator John Marty (DFL-Roseville). As it came to the floor, the bill served as a large multi-subject vehicle covering numerous funding and policy jurisdictions. The bill was amended on the floor to remove the agriculture provisions, which will travel as a separate bill, SF 5073 (Putnam). However, the House has yet to move forward with any sort of agriculture package. Even if the Senate passes an agriculture bill, the path beyond that is unclear.
This underscores a larger theme between the House and Senate; the House has been passing supplemental finance and policy bills tailored to each committee jurisdiction, while the Senate bundled most of its spending and policy in the Marty supplemental package. It remains unclear how and if these different approaches will be reconciled in the next week and a half before adjournment.
Bills This Week:
SF 4059 (Marty)/HF 3936 (Klevorn) - Omnibus supplemental finance bill.
Summary: Contains supplemental appropriations, transfers, and policy changes across education, environment, energy, jobs, labor, public safety, and corrections.
Position: Neutral.
To our members: This bill initially contained agriculture finance and policy items, but those were amended out of the bill on the Senate floor.
Status: Passed the Senate floor on a 35-31 vote and sent to the House. Passed the House State Government Committee and sent to the Ways and Means Committee on 03/23/2026.
SF 5073 (Putnam)/HF 4885 (Hansen, R.) - Supplemental agriculture finance omnibus bill.
Summary: As amended, contains a number of provisions including funding for AURI’s legal costs, extending the Farmer-Lender Mediation Act, combining agency reports, making changes to seed potato law, and broadening the agroforestry loan program.
Position: Support the provision for AURI’s legal costs and extension of the Farmer-Lender Mediation Act.

Status: Passed the Senate Finance Committee and sent to the Senate Floor on 05/07/2026. Introduced in the House and referred to the Rules Committee on 04/09/2026.
